Holehonnur: A newborn baby boy was found near Mallapura village late on Monday night around 10:45 pm. Kusha of Sasvehalli village was returning after admitting his elder uncle’s son, Tippesha, for treatment at McGann Hospital in Shivamogga due to ill health. While passing near Mallapura village, he heard the sound of a baby crying. He then went to the spot with the help of his sister-in-law, where they found a 2–3-day-old baby boy. After inquiring at the nearby houses and confirming that the baby did not belong to anyone in the area, they lodged a complaint at the town police station.

Six KFD-positive cases in Hosanagar and one in Chikkamagaluru; a separate ward has been arranged at the public hospital

KFD (Kyasanur Forest Disease) cases have appeared as early as December in districts along the Western Ghats this year. In Shivamogga district, six cases have been detected, while one case has been reported in Chikkamagaluru district. The health condition of most patients is stable, and they are undergoing treatment. In Sonale Gram Panchayat limits of Hosanagar taluk, five cases have been confirmed. The Health Department has taken precautionary measures. Shivamogga: KFD (Kyasanur Forest Disease), which usually causes problems around January in the Western Ghats region, has shown early signs this year by surfacing in December itself. So far, six positive cases in Shivamogga district and one in Chikkamagaluru have been identified. Most patients are in stable condition and are receiving treatment. Infection detected in five people Last week, a 50-year-old woman from Billodi village, under the jurisdiction of Sonale Gram Panchayat in Hosanagar taluk, tested positive for KFD. Following this, more people who showed symptoms of the disease were tested, and five additional infections were confirmed. All the patients belong to Billodi village within the Sonale Gram Panchayat area. With the memory still fresh of a young woman from Bappanemane village near Sampekatte, who died of KFD last year, the emergence of new cases this year has caused public concern. It has been three years since KFD vaccination was available, making heightened precautionary measures essential. The Health Department is closely monitoring the situation. Meanwhile, in Negeri village under Kammaradi Gram Panchayat in Chikkamagaluru district, a 40-year-old man was recently found to be infected. This is the first case reported in that district during this period. Separate Ward A separate ward has been arranged at the Hosanagar Government Hospital exclusively for patients suffering from fever. Whenever symptoms are noticed, blood samples are being sent to a laboratory in Shivamogga for testing. So far, a total of six people in the taluk have been confirmed with KFD. Among them, four are undergoing treatment in Thirthahalli, while two were treated in Manipal. Of these two, one patient has recovered and has been discharged from the hospital. Doctors have informed that the health condition of all infected patients is stable. Six Monkey Deaths In Manjinakanu village, under the limits of Talavata Gram Panchayat in Sagar taluk, six monkeys died in the same plantation. Samples from three monkeys were sent to a laboratory for testing. Two samples tested negative, and the result of the remaining sample is yet to be received, sources told Vijaya Karnataka. Awareness on KFD Precautionary measures are being taken regarding KFD. The public has been instructed to compulsorily inform authorities if monkey deaths are noticed. Anyone experiencing fever is advised to visit a hospital immediately as a precautionary measure and receive treatment. Improvement has been observed in the health of all confirmed patients so far. Bhadravati’s VISL Township is falling into ruin

The township of the VISL factory in Bhadravati, Shivamogga, has now fallen into disrepair. Residential quarters, schools, and hospitals that once stood in grandeur have been neglected. Out of 4,200 houses, more than 500 have become dilapidated. All 14 welfare schools built by the factory have been shut down. Even the well-equipped hospital has fallen into ruin. The workers’ settlements now present a gloomy and sorrowful atmosphere. The township of the Bhadravati Visvesvaraya Iron and Steel Factory (VISL), which once served as a model for the state with its workers’ quarters, welfare schools, and hospitals, is now deteriorating. In the 1970s and 1980s, the area had a well-planned underground drainage system, proper rainwater canals, neatly aligned houses, and exemplary cleanliness with no garbage in sight—setting a standard for how residential colonies should be maintained. There was intense competition among workers to obtain these residential quarters. In the township that once witnessed days of grandeur, one now sees dilapidated houses everywhere—reduced to skeletal structures without doors or windows, overgrown with weeds—creating an atmosphere of gloom and desolation. A total of 4,200 residential quarters were constructed in the township for workers. Of these, 800 HUDCO houses near the Military Camp have already been sold. Out of the remaining 3,400 houses, about 2,200 houses have been leased to retired employees, while around 500 houses have been rented to government employees. 220 houses are currently occupied by serving employees and officers. More than 500 houses have become dilapidated and fallen into disrepair. As the workforce at the factory has declined, the residential quarters too have deteriorated. Roads and junctions that were once bustling with people and constant activity now wear a deserted look. The single- and double-storey residential buildings in New Town SWMC and Hutta Colony SWMC stand vacant, with their paint peeling off. Thieves have stolen the doors and windows of many houses, leaving them looking like skeletal structures. On some roads, people feel afraid to move around not only at night but even during the daytime. If the occupied houses are not properly maintained, many more homes will fall into disrepair within the next five to six years. Schools that have shut down: In addition to providing housing facilities for workers, the factory gave top priority to the education of their children and had constructed 14 welfare schools, ranging from primary to college level. Instead of the government, the factory itself directly managed these institutions. Vidyamandir, Silver Jubilee, Golden Jubilee, the JTS that provided technical education at the high-school level, and the VISJ Polytechnic, which was renowned for quality technical education, were among the major institutions. Most of these schools have now been shut down. Dilapidated hospital: The factory hospital, which once had a spacious building, well-equipped medical facilities, more than 25 doctors, and over 100 staff members, has also begun to fall into disrepair. The entire upper floor of the single-storey building has been completely closed, while nearly three-quarters of the ground floor has been shut, leaving only a handful of rooms in use.

Karnataka State Law University recruitment: Committee to be set up, to submit report in two months

Minister for Law, Justice, Human Rights, Parliamentary Affairs, Legislation and Tourism H.K. Patil has informed the Legislative Council that a committee would be constituted to look into the issues concerning recruitment for vacant posts in Karnataka State Law University (KSLU) and submit report within two months The Minister was replying to a question by member S.V. Sankanur regarding the sanctioned and vacant posts in KSLU. Mr. Patil informed that the committee would comprise of DPAR Secretary, Law Secretary, Parliamentary Secretary and an experienced senior member. It would be asked to look into the issue of recruitment in view of various Supreme Court orders and directions, demand for giving weightage of marks to working professionals, and demand for age relaxation for non-teaching candidates. Based on the recommendations of the committee, the recruitment process would be taken up, he said. Mr. Patil also said that KSLU is the only university in the State that had become self-reliant, and within next 12 months the law university would have all the infrastructure, barring one or two requirements. Raising the issue, Mr. Sankanur had pointed out that even after over-one-and-a-half decade after establishment of the university, the institution continue to have a lot of vacancies in both teaching and non-teaching posts. In his written reply, the Minister has said that out of the 68 sanctioned posts, only 11 posts had been given permanent appointment and 21 posts had been appointment on contract basis while 36 posts are vacant. Of the 71 sanctioned permanent posts and 100 temporary posts, 152 candidates had been appointed through outsourced agencies, one on contract basis and 18 posts are vacant.

Mid year assessment: GST rate rationalisation to further hit revenues

The State estimates the revenue shortfall of ₹9,000 crore in addition to the revenue loss of about ₹9,500 crore due to non -merger of cess Karnataka, which estimated a revenue deficit of ₹19,262 crore at the commencement of 2025-26 financial year, is now expecting the deficit to further increase following the GST rate rationalisation and non-realisation of tax on mines. The revenue deficit — primarily caused by the five guarantee schemes — in 2025-26 budget had come down to 0.63% from 0.96% of the 2024-2025 budget. Considering the growth rate, the government was estimated to overcome revenue deficit by 2027-28. The Mid Year Assessment of Medium Term Fiscal Plan (MTFP) 2025-2029 tabled in the Winter Session of the Legislature here, estimates an expected lower revenue collections compared to the estimated targets — potentially increasing the revenue deficit in the current financial year. Due to GST rate rationalisation, the State estimates the revenue shortfall of ₹9,000 crore in addition to the revenue loss of about ₹9,500 crore due to non-merger of Cess. The 2025-26 budget estimated a revenue expenditure of about ₹3.11 lakh crore against the estimated revenue receipts of about ₹2.92 lakh crore in the total budget size of ₹4.09 lakh crore. The first half of this fiscal, the State, however, has recorded a revenue surplus of ₹68 crore with revenue expenditure of ₹1,28,924 crore against revenue receipts of ₹1,28,987 crore. By the end of September, total spending was 36.4%. The capital expenditure increased by 32.3% in the first half of 2025-2026 over 2024-2025. The Union Finance Ministry has projected the State’s GSDP to be around ₹30.91 lakh crores for 2025-2026. The assessment noted that the increase in committed expenditure, including the State’s spending on guarantees and various welfare schemes, has increased the revenue expenditure, and the GST rationalisation has further constrained the State’s fiscal position. Stating that the GST rate rationalisation will have significant impact on the State’s finances, it said any reduction in SGST or other own tax revenue for States directly reduces fiscal capacity, potentially forcing them to either borrow more or cut essential services. The cessation of GST compensation mechanism has left States fully responsible for any revenue shortfall when the compensation period ended in 2022. State’s GST to GSDP ratio fell sharply from 3.5 % in 2020 to 2.4 % in 2024. The GST revenue as percentage of GSDP has still not surpassed the levels recorded in the pre -GST era, it noted. SC order on mines The assessment also noted the negative IGST settlement of ₹2,074 crore in April, 2025, that has moderated the overall revenue growth during the first half of the current fiscal year. While Karnataka expected a tax revenue of ₹3,000 crore from mines after it enacted the Karnataka Mineral Rights and Mineral Bearing Lands Tax bill, 2024, following Supreme Court direction, the Bill is still pending Presidential assent, it said. Meanwhile, the non -tax revenue has increased to ₹9,827 crore in the first six months of 2025-26 from ₹6,624 crore in the corresponding period last year. The own tax revenue has also increased from ₹84,945 crore in 2024-25 to ₹ 90,981 crore in 2025-26. The assessment noted that the revenue collections had shown a 7.7% increase over the corresponding period last year. Centre’s aid falls However, the grant in aid from the Centre has decreased by 38.2 % in 2025-2026 from ₹8,309 crore in first half of last year to ₹5,139 crore received in the first six months of this fiscal. The assessment noted that the transfers from the Centre have shown no growth. The assessment said that State’s revenue and fiscal deficits remain comfortably placed, leaving adequate space for expenditure during the rest of the fiscal year. The report said that to mitigate this impact, the State has initiated expenditure rationalisation measures to curb non essential spending, increase state’s own tax revenue, protect allocations for priority development sectors and implemented further revenue mobilisation strategies aimed at narrowing the revenue deficit. FDI inflow grows remarkably Karnataka has recorded a remarkable year on year growth of 149.3 % in FDI equity inflows in the first quarter of 2025-2026 compared to 2024-2025. In the first quarter this fiscal, the FDI equity inflows to Karnataka reached $5.6 billion out if $ 18.6 billion received by the country. In 2024-2025, State received $ 6.6 billion, representing 13.2 % of the nation’s total FDI equity inflows.

Two stabbed to death in Bhadravathi

Two persons were stabbed to death by a group of people at Jai Bhim Nagara in Bhadravathi on Friday evening. The deceased have been identified as Kiran, 25 and Manjunath, 65.The incident occurred, according to the police, in connection with a love affair.Nandish, a resident of Bhadravathi, had allegedly eloped with Shrushthi two days ago. They returned to town on Friday, and in the presence of the police, the girl reportedly said she would stay with her friend, leaving her parents and relatives disappointed. The boy and the girl belonged to the same caste, and both are majors. Later, a group of people, including the girl’s family members, attacked Kiran accuding him of supporting the couple. Even as Kiran was being attacked, Manjunath, a senior citizen, intervened to stop the attackers. But he also suffered serious injuries and died. Shivamogga SP G.K. Mithun Kumar informed the media that the Bhadravathi Old Town Police took five people into custody in connection with the murder.
